Chesterfield's Chapter 174 (Tree Removal and Replacement, Ordinance No. 2024-13, adopted September 26, 2024) is not a flat township-wide permit; the replacement rules turn on who is doing the work. A resident is covered only when removing five or more street trees of 2.5 inches DBH or greater per acre. Anyone other than a resident, a contractor working for hire, is covered when removing one or more trees of 6 inches DBH or greater per acre. So a homeowner taking down a single 20-inch oak is treated very differently from a contractor doing the same job.

The most useful exemption for anyone with a failing tree is that a hazard tree may be removed with no fee and no replacement requirement, which is more generous than most nearby towns. The full list of exemptions is set out in Section 174-4.

When replacement is required, trees must be replaced in kind, of equal or greater DBH or per the ordinance's Tree Replacement Criteria, drawn from the Exhibit A species list and never planted in temporary pots or containers. Replacements go in within 12 months of removal (or by an alternative date the township sets), and the applicant then monitors them for two years, replacing any that fail within 12 months. Off-site replacement and a decommissioning-plan exemption are also available, and Chapter 174 carries a named invasive-species schedule in Exhibit B.

The ordinance provides for a per-tree fee where on-site replacement is not feasible; the current figure is not published in the online code, so confirm it with Chesterfield Planning and Zoning before you rely on a number.
